Fine them. Yes, apparently that's what a lot of Shanghai retail and service companies are doing these days, especially the smaller ones, where there are fewer people to keep track of. There's a timeclock to clock in for everyone, of course, so as to make sure it's more accurate. At the hair salon I go to, for every MINUTE the person is late, he/she gets fined 10 yuan (about $1.2 USD). Doesn't seem like a lot by U.S. pay scale, but by Chinese pay scale, it's a lot!
